Software - What to buy ????

Dear Friends, I need help.

I want to buy a software that allow me to:

1. capture in mpeg2 or 4 (.vob) directly from the TV cable.

2. Edit in this format, usually cut the begin and the end of movie.

3. Schedule capture (day and time), if possible more than one schedule.

4. if possible but not so desirable burn the DVD.

I´m not much worried about price, but i´d like to spend around US$ 100 to 150.
