Need help! trying to make a small movie

Im trying to make a small movie. but i want to do something that i cant seem to work (using windows movie maker)

i have a video but i would like to place two small black bars along the top and bottom during the entire video.

is there free software, where i can do this?

the video is in wmv format

try looking for filters that can crop top and bottom borders of the video. most video editing software have such filters.
