Please describe exactly what I need to do in order to cut out video from a 7gigabyte file down to 4, and then how do I compress M-PEG2 down to fit onto a single layer dvd...

Not sure if you mean:

1. Cut out 4GB worth of video from a 7GB file

or

2. Recompress your 7GB video down to 4GB

I guess you mean the second one. If that's the case, you need to calculate the bitrate of your video for 4GB. But since a single layer dvd can take 4.3GB, you can up the bitrate a bit more.

Check out this site to calculate video bitrate:

You can then use TMPenc to recompress your video down to 4.3GB once you calculate your new bitrate
