I'm quite amazed that no one has answered your question in any form since you asked this in July. I'm going to brainstorm this for a bit, and then I'll see if I can think of a better way for you to try to get your productions onto DVD. I will say that Nero will not give you the results you want from an mpeg file unfortunately. And mpeg files are actually compressed forms of your video, so its actually taking away from the video quality. It's supposed to be undetectable to the eye, but when you then try to burn with Nero (and considering the fact that it's a video editing project -- you want 100% quality, or I would anyways).
Before I even go to the software to explore, one suggestion -- do you have a digital camcorder that you could export the file to (the dv-avi format)? you could then import to your computer again, but straight to DVD this time. Wouldn't that keep your quality the same?

Okay, here is what you should try. I think this will keep your quality in tact and allow you to burn your DVD at full quality easily (as long as it is not a hardware error).
When you save your production, save it in the AVI format, using the DV video encoder. You will notice (or perhaps need to set the settings this way) that the frame rate needs to be at 29.97 fps (frames per second) which is consistent with NTSC videos. Create the file, and remember where you've saved it.
Then go to this site: http://www.videohelp.com/tools?tool=Avi2Dvd
and download the free tool "Avi2DVD" (set all of the settings for NTSC, 29.97fps, etc. If you need to know other settings, look them up. I've never used this program -- I simply looked it up as a solution, so check out the settings to be sure it is set accordingly).
That should allow you to burn your video at the highest quality you can, just the same as if you had used Pinnacle to burn your DVD. And you do not have to buy anything to do it.
